Jagran Lakecity University always takes pride and cherishes the achievements of its students and members of faculty . Mr. Anshul Pathak, Assistant Professor at Jagran School of Public Policy and International Affairs, has added one such marvelous feat in the list of our faculty achievements.
Mr. Pathak recently wrote a book, ‘Public Policy Preamble: An Introduction to Public Policy‘ which proposes a fresh template to young policy minds built on the ideas of systematic thinking, ethical reasoning, and deep listening. He has integrated his long expertise of policy, innovation, and management experience with the core ideas of policy making to share a lens on analysis of governance and social systems. The book encourages the youth to become lifelong learners and be subtle to their own progress within a developing nation.
“The idea to publish such kind of book came into my mind when I analysed major initiatives of the government in the recent scenario. Now I can say that the scope of Public Policy as a subject is considerably growing. And it a need of an hour to have efficient Policy Makers on board who can take a country like India to new altitudes. Extreme efforts are being taken place to encourage Policy enthusiasts to grasp the knowledge of Policy making, which not only provides a lucrative career but also gives a prime status in one’s life. ” – Anshul Pathak.

This book is a reflection of Public Policy making process. The need to develop multidisciplinary approach in Policy making, is the need of the hour. What a modern cognitive science says about learning is beautifully defined in this phrase- “Fragrance behind Ignorance.” there is a very nice book “Where good ideas come from,” written by a Professor, Steven Johnson. He tells us about a very interesting experiment that took place. To understand how creativity and the environment in which creativity happens influence each other, you know in early, 1990s, a psychologist, he wanted to know how people become creative. So, he set up video cameras in four leading molecular biology labs across the board, and he watched the scientists working in real time in their labs, it was like the big boss show on Indian tv. So, it depicted molecular biologists like school going kids, you may imagine a scientist sitting alone in a lab, wearing a white gun and having some Goggle’s protective glasses and looking through the microscope and working for hours, and suddenly finding something new. But unfortunately, such isolated eureka moments are very rare. If you look into the history of science and interesting discovery made by this psychologist, is that most important ideas which were emerged during group meetings at coffee table discussions where people share ideas, where ideas flow from one project to the other project. This is an important lesson for us to learn that being creative, does not happen just only by sitting in a classroom or by creating by looking into the microscope for hours and hours as teachers. We need to design our teaching and learning processes in such a way that students have opportunity to share their ideas to learn from each other’s ideas and critically reflect upon them, so that more new ideas will come. For example, can our students meet the farmers and get to know their problems. There are many such reforms that are being done as part of the National Education Policy and as a teacher. It is our responsibility to ensure that we continuously be learners. We ourselves had to be learners if we want to be effective teachers, and when we become effective teachers, through our efforts, when we make our students, effective learners, they will become creative, and they will become great innovators, and that is the only way we can develop new technologies to find solutions to the challenges that our society is facing, and that is the only way we can make our country the self-reliant India. In fact, our beloved President Dr.A.P.J.Abdul Kalam said, we need to make our students, confident about our education about what they are learning in the schools and systems, and that is the only way to make our country, self-reliant.

Anshul Pathak is pursuing Ph.D from University of Lucknow in Public Administration. He was awarded UGC-NET (JRF & SRF) in Public Administration and completed degree of M.Phil with the same subject.
